Elon Muskās xAI startup and Oracle have ended discussions on expanding their server rental agreement for accessing Nvidia H100 Tensor Core GPUs to train and deploy AI models.
Key Details:
The discussions centered around a multi-year agreement with Oracle to provide cloud computing to xAI for training and deploying AI models.
The discussions broke down due to disagreements over timeline and power supply concerns.
On Tuesday, the news sent Oracleās stock tumbling, with shares falling by 3% to close at $140.68.
Oracle recently signed a deal with Microsoft to provide over 100,000 of Nvidiaās upcoming GB200 Blackwell Superchips for OpenAI.
Musk posted on X: āWe must have our hands on the steering wheel rather than be a backseat driver.ā
xAI plans to build its own data center in Memphis, TN, rather than relying on Oracleās cloud infrastructure.
xAI expects to use over 100,000 Nvidia H100 Tensor Core GPUs to develop trillion-parameter language models and accelerate AI workloads.
Musk aims to capitalize on the data center to build expansive GPU clusters to improve parallel processing tasks.
Parallel processing refers to breaking down complex calculations required to train AI models into smaller, independent chunks that can be tackled simultaneously.
Why Itās Important:
Cloud server agreements through technology giants like Oracle require lower upfront costs and less organizational effort than setting up your own data center.
However, in many cases, the long-term Total Cost of Ownership (TCO) of an in-house data center can be significantly lower than hosting the same resources in the cloud.
xAI building its own data centers and supercomputer configurations will be more cost-effective in the long run than massive cloud server agreements.

Japanās Defense Ministry unveiled its first AI policy as the country seeks to address manpower shortages and keep pace with China regarding the technologyās military applications.
Key Details:
The AI Policy outlines seven priority areas for AI deployment, including target detection, intelligence analysis, and unmanned systems.
Japan views AI advancements as a potential solution to the countryās rapidly aging population, which is impacting military recruitment campaigns.
Japan references how China is working to āsmartenā its military applications by using AI to pioneer unmanned weapon systems.
The AI policy also emphasizes human control over AI systems by ruling out fully autonomous lethal weapons.
The AI policy states: āWeāre now at a crossroads between becoming an organization thatās efficient and creates its own future through the use of AI or becoming an inefficient, old-fashioned organization that lags behind.ā

Japanās aging population and declining birth rates have posed challenges for military recruitment. AI advancements are viewed as an essential solution to maintain operational capabilities without relying solely on increasing human personnel.
