Microsoft released the Phi-3.5 series of AI models, which includes three variants: Phi-3.5 Mini Instruct, Phi-3.5 MoE, and Phi-3.5 Vision.

Key Details:

• Phi-3.5 Mini Instruct: a Small Language Model (SLM) that’s more computationally efficient and requires less memory. It supports 3.8B parameters with a 128K context window.

• Phi-3.5 MoE: a Mixture of Experts (MoE) architecture with several smaller AI models that are mini-experts on a specific task. It features 42B parameters with a 128K context window.

• Phi-3.5 Vision: a multimodal AI model that can process multiple data types, such as text and images.

• The bigger an AI model’s context window, the more information it can process in a given prompt.

• In general, more parameters make AI models more powerful, efficient, and faster.

Why It’s Important:

• Phi-3.5 Mini Instruct scores better than Meta’s Llama 3.1 8B and Mistral AI’s Mistral 7B on the General Language Understanding Evaluation (GLUE) benchmark, offering state-of-the-art reasoning, world knowledge, and coding.

• Phi-3.5 Mini Instruct’s compact size allows researchers to isolate variables and reverse engineer Neural Networks (NNs) to recognize patterns in data processing and minimize hallucinations.

🏛OpenAI’s ChatGPT Runs for Mayor in Wyoming?!

Wyoming mayoral candidate Victor Miller vowed to let his GPT, called Virtual Integrated Citizen (VIT), help run the local government if elected.

Key Details:

• GPTs are a custom version of OpenAI’s ChatGPT. OpenAI describes GPTs as “a new way for anyone to create a tailored version of ChatGPT to be helpful in their daily life.”

• Miller created VIC by feeding it local ordinances, amendments, and reports to make municipal decisions.

• Miller officially filed for him and VIC to run for mayor of Wyoming. He proposes that VIC will provide data-driven insights while Miller ensures legal execution.

Why It’s Important:

• Wyoming Secretary of State Chuck Gray stated: “Wyoming state law is very clear that an AI bot isn’t eligible to be a candidate for election.”

• OpenAI has shut down Miller’s GPTs account twice, citing its policies against using ChatGPT for campaigning.
